What is watchlist (BOLO) visitor integration in Abu Dhabi?

Watchlist (BOLO — Be On the Look-Out) visitor integration is the technical configuration of a pre-defined list of persons — banned visitors, terminated employees, contractors marked persona non grata, known bad-actors, or sanctioned individuals — inside a visitor management system or face-recognition perimeter, so that when a match occurs at the kiosk, lobby reception, or perimeter camera, an alert fires silently to the security control room before the subject is granted access. Emirtech Technology is an ADMCC-approved electronic security integrator founded in 2018, operating from M44, Mussafah Industrial Area, Abu Dhabi, delivering watchlist BOLO visitor integration across Abu Dhabi and Al Ain. Typical implementation pairs a visitor kiosk (Genea, Envoy, Sine, ZKBio CVSecurity visitor module, HID Origo Visitor or equivalent — covered separately) that scans the Emirates ID, captures a visitor photograph, and queries an internal watchlist held inside the VMS database; a perimeter or lobby face-recognition camera (Hikvision DeepinView, Cognitec, Dahua AI, or Suprema BioStation depending on customer brand standard) runs the same watchlist for walk-in and tail-gating detection. We configure list ingestion via CSV import, REST API, or LDAP group sync, define match-score thresholds, route the alert via VMS notification, email, SMS, or access control system integration, and brief reception and security teams on the silent-alarm handling procedure. To be explicit on scope: we are an authorised Control4 dealer; for every other brand we install and configure via authorised UAE channels but we are not a Channel Partner or Authorised Distributor of any other manufacturer. External sanctions and law-enforcement feeds (OFAC, UN Security Council, EU sanctions, INTERPOL, Refinitiv World-Check, Dow Jones Risk Center) require a direct customer subscription with the data owner — we configure the technical connector and field mapping, but we are not a sanctions screening provider, not a politically-exposed-persons database vendor, and not a law-enforcement data broker. Biometric template data used by face-match watchlists is sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021); customers confirm their lawful basis for enrolment (for example explicit consent) with their own counsel and define retention rules. Capabilities

Watchlist BOLO visitor capabilities we deliver

Internal banned-visitor list

Configure an internal BOLO list inside the visitor management system covering terminated employees, persona-non-grata contractors, ex-tenants, and disputed visitors, with CSV import, REST API ingest, or LDAP group sync and audit-logged add and remove actions.

Kiosk match on Emirates ID

Configure the visitor kiosk to scan Emirates ID, capture photograph, query the internal watchlist on name, ID number, and face template, and trigger a silent alert to reception and the security control room before the badge is printed or access granted.

Perimeter face-recognition match

Pair Hikvision DeepinView, Cognitec, Dahua AI, or Suprema face cameras at perimeter, lobby, and turnstile lanes with the BOLO list for walk-in and tail-gating detection, with configurable match-score thresholds and false-positive review queue.

Silent alert routing

Route BOLO hits to VMS pop-up, email, SMS, mobile push, access control hold-open or door-lock command, and CCTV live-view pop-up, with on-site briefing for reception and security teams on the silent-alarm response procedure and escalation chain.

What is included in a watchlist BOLO deployment

Every Abu Dhabi or Al Ain watchlist BOLO project begins with a written scope-of-work, an honest statement of which list data the customer is sourcing and which we are configuring, and a PDPL consent and retention design before any biometric template is enrolled. Call +971 55 651 7843 or request a free watchlist BOLO consultation.

  • Site survey of reception, kiosk, lobby, and perimeter camera positions
  • List source workshop — internal HR offboarding, contractor blacklist, customer-supplied external feed
  • VMS or face-platform watchlist module licensing and configuration
  • Match-score threshold tuning and false-positive review queue setup
  • Emirates ID OCR field mapping into the watchlist match query
  • Silent-alert routing to VMS, email, SMS, mobile, and access control
  • PDPL consent form, retention schedule, and on-device storage where preferred

  • Defects-liability period as stated in the written quotation

Honest scope

Boundaries of our watchlist BOLO service

Configure, not screen

We configure the technical watchlist connector, field mapping, match threshold, and alert routing. We are not a sanctions screening provider, not a PEP database vendor, and not a law-enforcement data broker — the customer subscribes to and owns the underlying list data.

External feeds via customer subscription

OFAC, UN Security Council, EU sanctions, INTERPOL notice, Refinitiv World-Check, and Dow Jones Risk Center feeds require a direct customer subscription with the data owner. We integrate the REST API or file feed; we do not resell, redistribute, or warrant the data.

PDPL-aware biometric handling

Face-match watchlists handle sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021). We design for explicit consent, defined retention, on-device or on-premises storage, and a documented data-subject request workflow — the customer remains the data controller.

Abu Dhabi and Al Ain (ADMCC-regulated work)

ADMCC-regulated electronic security work is delivered in Abu Dhabi and Al Ain only. We do not operate inside Dubai under SIRA, do not run a 24/7 monitoring SOC, and do not provide armed response — the alert routes to the customer's nominated security team.

Scope — what we deliver and explicitly do not

Watchlist (BOLO) visitor integration is bought on trust, and trust starts with an honest scope statement. The bullets below set out exactly what Emirtech Technology delivers from Mussafah Industrial Area, and the boundaries we will not blur to win the order.

  • We deliver: ADMCC-approved configuration of internal banned-visitor and terminated-employee watchlists inside the visitor management system, perimeter and lobby face-recognition match against the same list, silent-alert routing to VMS, email, SMS, mobile push, and access control, Emirates ID OCR field mapping, match-score threshold tuning, PDPL-aligned consent and retention design, reception and security team briefing, and a documented handover.
  • We do not deliver: sanctions screening as a regulated service, politically-exposed-persons database content, law-enforcement records access, INTERPOL or Abu Dhabi Police data feeds, predictive risk scoring, KYC or AML compliance certification, court-admissible identity verification, or 24/7 monitored alarm response from our own SOC.
  • We are not: a Channel Partner or Authorised Distributor of Hikvision, Cognitec, Dahua, Suprema, Genea, Envoy, Sine, ZKTeco, HID, Refinitiv, Dow Jones, or any external watchlist provider — we hold no manufacturer credential of our own; for every other brand we install and configure via authorised UAE channels.
  • We are not affiliated with: OFAC (US Treasury), the UN Security Council, EU sanctions authorities, INTERPOL, Abu Dhabi Police, Refinitiv (LSEG) World-Check, Dow Jones Risk Center, any authorised watchlist distributor in the UAE, the UAE Data Office, SIRA, NESA, or ADHICS — and we hold no ISO 27001, NESA, ADHICS, or PDPL certification.
  • Geographic scope is Abu Dhabi and Al Ain only for ADMCC-regulated electronic security work; in Dubai, CCTV, alarm and access control are delivered through SIRA-approved partners, with Emirtech coordinating.
  • Customer data stays with the customer: every watchlist entry, every biometric template, and every match log belongs to the customer, held in the customer's VMS or on-premises database, with audit access on request and no Emirtech retention beyond the defects-liability period.

If any of the above is unclear or you need a written confirmation of scope before issuing a purchase order, call us on +971 55 651 7843 and we will put it in writing before site survey.

Common questions

FAQs

Is Emirtech a sanctions screening provider or an authorised distributor of OFAC, UN, or Refinitiv watchlist data?

No. Emirtech is an ADMCC-approved electronic security integrator and a Control4 installer working with a third-party authorised dealer; that is our only manufacturer dealer credential. We are not a sanctions screening provider, not a politically-exposed-persons database vendor, not a law-enforcement data broker, and not affiliated with OFAC, the UN Security Council, EU sanctions authorities, INTERPOL, Abu Dhabi Police, Refinitiv (LSEG) World-Check, Dow Jones Risk Center, or any authorised UAE watchlist distributor. External feeds require a direct customer subscription with the data owner; we configure the technical connector only.

How does the BOLO match work at a visitor kiosk?

At enrolment the kiosk scans the Emirates ID, captures a visitor photograph, and submits the name, ID number, and face template to the watchlist module inside the visitor management system. If a match is found above the configured score threshold, a silent alert fires to reception screens, the security control room, and any nominated mobile devices, while the visitor is asked to wait at the kiosk without an explicit refusal. Reception follows the customer's documented handling procedure; we do not script how the encounter is resolved.

Is face-match watchlist data covered by UAE PDPL?

Yes. Biometric template data used by face-match watchlists is sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021). The customer is the data controller, confirms its lawful basis for enrolment (for example explicit consent) with its own counsel, defines a retention schedule, and publishes a data-subject request workflow. We design for on-device or on-premises template storage where preferred, configure minimum retention defaults, and document the consent text — we do not act as the controller and we hold no PDPL certification.

Can you integrate an external feed such as OFAC or Refinitiv World-Check?

We can configure the technical REST API or file-feed connector, map fields into the VMS or face-recognition watchlist schema, set refresh frequency, and route hits to silent alert. The customer must hold a current subscription with the data owner and accept the licensing terms; we do not resell, redistribute, or warrant the underlying data, and we do not extend the data owner's liability cover.

Do you operate a 24/7 monitoring centre that receives the BOLO alert?

No. Emirtech does not run a 24/7 monitored Security Operations Centre or alarm receiving centre. BOLO alerts route to the customer's nominated reception, security control room, mobile devices, or third-party monitoring provider via the channels we configure. If 24/7 monitoring is required, the customer engages a separately licensed monitoring company and we integrate the technical signal path.

How do I request a written quotation for a watchlist BOLO visitor integration?

Call +971 55 651 7843, email [email protected], or use the request a quotation form on our website. We will arrange a site survey across your Abu Dhabi or Al Ain premises, agree the list sources and consent model in writing, and return an itemised written scope of work that names exactly which brand and which list feeds are included before any purchase order is raised.
