Embassy Security Honest Scope · Abu Dhabi

Embassy / Consulate Security (Honest Scope) — Abu Dhabi

Embassy premises are inviolable under Article 22 of the Vienna Convention on Diplomatic Relations 1961, so the commercial integrator scope is narrow and clearly bounded. Emirtech installs unclassified perimeter and visitor-management systems while the customer engages cleared specialists for diplomatic-cleared work.

What does honest-scope embassy and consulate security integration involve in Abu Dhabi?

Embassy and consulate security implementation in Abu Dhabi requires an honest discussion of scope before any quotation is issued, because diplomatic premises are inviolable under Article 22 of the Vienna Convention on Diplomatic Relations 1961, so access and security inside them are controlled by the sending state. Emirtech Technology is an ADMCC-approved electronic security integrator founded in 2018 and based at M44, Mussafah Industrial Area, Abu Dhabi, operating in Abu Dhabi and Al Ain only. Our commercial scope for embassy and consulate enquiries is intentionally bounded: visa and consular-section visitor management for the general public area, reception-area access control, perimeter CCTV on the host-state side, staff time and attendance for locally engaged employees, parking-gate control, and residential staff-quarters access systems. We do not undertake ambassador residence diplomatic-cleared work, classified or sensitive area systems, embassy core technical security counter-measures, or any work that requires sending-state security clearance — those scopes are typically procured directly by the sending state through cleared specialists. We are not a security-cleared personnel entity, not a UAE Ministry of Foreign Affairs (MoFA) endorsed contractor, and not affiliated with any specific embassy or consulate in the UAE. The diplomatic protection mandate is a sending-state responsibility; the host state (UAE) provides perimeter protection and policing support through its own authorities. Our role is limited to commercial-grade unclassified electronic systems installed through authorised UAE channels, with all materials sourced from authorised UAE distributors. We are a Control4 installer working with a third-party authorised dealer; we are not a Channel Partner or Authorised Distributor of any other brand. Biometric template data captured for staff time and attendance is sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021) and is configured with appropriate notice and retention controls. To discuss an honest-scope embassy or consulate engagement and receive a clear written scope statement of what we will and will not do, call +971 55 651 7843, email [email protected], or visit our Mussafah M44 office.

Honest-scope capabilities

What we install within the commercial unclassified envelope

Visa-section visitor management

General-public visa and consular-section visitor registration, ID capture, queue management, appointment integration, and visitor badge printing for the public reception area only — not for classified-sensitive zones.

Reception access control

Card or PIN-controlled access for the chancery reception, public counters, and locally engaged staff zones. Configured with authorised UAE-supplied controllers, doors, and readers. Not for cleared-area access.

Host-state perimeter CCTV

Perimeter and public-frontage CCTV on the host-state side of the boundary, with retention configured per ADMCC guidance and PDPL notice obligations. Not internal classified-area coverage.

Staff time and attendance

Locally engaged staff time and attendance using card or biometric devices, with UAE PDPL-aligned biometric notice, consent capture, and retention rules configured at handover.

Embassy honest-scope checklist

Before any quotation is prepared we issue a written scope statement that lists what we will deliver and what is explicitly outside our scope, so the sending state's cleared specialists handle the diplomatic-cleared remainder. Where the boundary sits

What we explicitly do not deliver

No cleared-area work

We do not install systems inside classified or sensitive areas, secure speech rooms, or technical security counter-measure zones. Those scopes are procured by the sending state through cleared specialists with appropriate national clearances.

No ambassador residence cleared scope

Ambassador residence diplomatic-cleared installations are outside our scope. We can quote unclassified residential staff-quarters access and general CCTV only where the customer confirms this is in commercial scope.

No MoFA endorsement claim

We are not a UAE Ministry of Foreign Affairs endorsed contractor and we do not represent any specific embassy or consulate. Our credentials are ADMCC approval and Control4 installation through a third-party dealer — nothing more.

No sole-source brand claim

We are not a Channel Partner or Authorised Distributor of CCTV, access control, or visitor-management brands. We source via authorised UAE distributors and disclose the procurement route in writing.

Scope — what we deliver and explicitly do not

Any embassy or consulate engagement begins with a written scope statement that protects both parties. The sending state retains its diplomatic protection mandate; we limit ourselves to the commercial unclassified envelope on the host-state side of the boundary.

  • We deliver: installation and commissioning (ADMCC-approved for the security systems; time and attendance and parking-gate control sit outside ADMCC) of visitor management for the visa and consular public area, reception and locally engaged staff access control, host-state-side perimeter CCTV, time and attendance for locally engaged staff, parking-gate control, and residential staff-quarters access for general unclassified scope.
  • We do not deliver: ambassador residence diplomatic-cleared work, classified or sensitive area systems, technical security counter-measures, secure speech rooms, embassy core sending-state procured scope, or any installation requiring sending-state security clearance.
  • We are not: a security-cleared personnel entity, a UAE Ministry of Foreign Affairs (MoFA) endorsed contractor, a SIRA-licensed Dubai entity, an ISO 27001 or NESA or ADHICS certified provider, a 24/7 SOC operator, or a Channel Partner or Authorised Distributor of any brand except being a Control4 installer working with a third-party authorised dealer.
  • We are not affiliated with: specific embassies in the UAE, specific consulates in the UAE, the UAE Ministry of Foreign Affairs (MoFA), Vienna Convention authorities, NCEMA, NESA, the UAE Cybersecurity Council, or any authorised embassy security distributors in the UAE.
  • Geographic scope is Abu Dhabi and Al Ain only for ADMCC-regulated electronic security work. Engagements outside this footprint are referred to colleagues holding the right local registration.
  • Biometric template data used for staff time and attendance is treated as sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021), with notice, consent and retention configured at commissioning.
  • All materials are procured through authorised UAE distribution channels with invoice traceability; the procurement route is disclosed in the written scope statement before order placement.

If the project requires any of the items in the do-not-deliver list, we recommend the customer engages a cleared specialist for that scope and we will coordinate our commercial unclassified work around their programme.

Common questions

FAQs

Are you an Authorised Distributor or Channel Partner for embassy-security brands in the UAE?

No. We are not a Channel Partner or Authorised Distributor of any CCTV, access control, or visitor-management brand. We hold no manufacturer-level credential of our own. We source all other equipment through authorised UAE distribution channels and disclose the procurement route in writing in the scope statement before order placement.

Are you endorsed by the UAE Ministry of Foreign Affairs (MoFA) or any specific embassy?

No. We are not endorsed by the UAE Ministry of Foreign Affairs and we are not affiliated with any specific embassy or consulate in the UAE. We hold ADMCC approval as an Abu Dhabi electronic security integrator and that is the credential under which we operate on the host-state side of the boundary.

Can you work inside the chancery on classified or sensitive systems?

No. Classified or sensitive area work, technical security counter-measures, secure speech rooms, and any scope that requires sending-state security clearance is outside our commercial envelope. The customer engages a cleared specialist for that scope and we coordinate our unclassified work around their programme.

What about the ambassador residence?

Diplomatic-cleared installations at the ambassador residence are outside our scope. We can quote commercial unclassified items such as residential staff-quarters access control or general perimeter CCTV only where the customer confirms in writing that this falls within commercial scope and not within the cleared envelope.

How do you handle biometric staff time and attendance under UAE PDPL?

Biometric template data is sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021). At commissioning we configure a PDPL-aligned notice, capture explicit consent, set a defined retention period, restrict template export, and document the controller and processor roles. For sending states subject to GDPR, biometric data is a special category under Article 9, which needs a valid Article 9 condition (often explicit consent) — we configure to that standard where requested.

How do we get a written honest-scope quotation for our embassy or consulate?

Call +971 55 651 7843, email [email protected], or visit our Mussafah M44 office. We start with a scope-boundary discussion, issue a written statement of what we will and will not deliver, then quote. You can also request a free embassy honest-scope consultation online.
