What can Emirtech actually deliver at critical infrastructure sites in Abu Dhabi?

Emirtech Technology, founded in 2018 and operating from M44, Mussafah Industrial Area, Abu Dhabi, is an ADMCC-approved electronic security installer covering Abu Dhabi and Al Ain. For critical infrastructure projects — utilities substations, oil and gas facilities, water distribution sites, telecom nodes — we are very explicit about scope. We are not a NESA-certified entity, not an NCEMA-certified entity, not a UAE Cybersecurity Council–accredited contractor, and not a CIIP-cleared organisation under any national Critical Information Infrastructure Protection framework. Core CIIP-classified spaces — utility core control rooms, oil and gas production SCADA enclaves, water distribution master control, electricity grid control centres, and telecom NOC cores — must be delivered by cleared-personnel specialists holding the appropriate NESA, NCEMA, or Cybersecurity Council accreditations and using CIIP-cleared supply channels. Our honest scope at these sites is the non-classified perimeter, administration buildings, visitor reception, contractor lay-down yards, gatehouse visitor management, staff turnstile access, parking, warehouse and stores access, training facilities, and general office areas. We install Control4 for facility-management integrations, plus commercially sourced access controllers, IP CCTV, intercoms, and barriers from authorised UAE channels. We are not a Channel Partner or Authorised Distributor of HID, Suprema, Honeywell, Lenel, Genetec, Axis, Hikvision, Dahua, Milestone, Bosch, Siemens, Johnson Controls, or any access-control or CCTV manufacturer except Control4. Biometric data captured at staff turnstiles is sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021); we configure on-device template storage, encrypted transmission, and retention limits. We coordinate openly with the customer's CIIP-cleared specialist and OT/SCADA cybersecurity consultant so non-classified work integrates cleanly without touching classified zones. We are not a 24/7 SOC operator and do not operate national-grade monitoring. Discuss your facility classification, zone map, and scope split on +971 55 651 7843 or [email protected] and we will quote only the portion we are credentialed to deliver.

Honest-scope capabilities for critical infrastructure sites

Where Emirtech fits at a critical infrastructure project

Perimeter and gatehouse access

Perimeter access controllers, vehicle barriers, gate intercoms, and gatehouse visitor management for non-classified site boundary. Integrates with the customer's existing security operations centre via standard open protocols where permitted by the site's CIIP scope owner.

Visitor and contractor management

Visitor reception kiosks, contractor lay-down yard access, induction-room turnstiles, and printed access passes for non-classified administration zones. Configured with UAE PDPL retention limits and clear data subject notices for visitors, contractors, and staff.

Staff turnstiles and office access

Card and biometric turnstiles for administration buildings, training facilities, canteens, and warehouse stores. Biometric templates configured for on-device storage with encrypted transmission to comply with UAE Federal Decree-Law No. 45 of 2021 (PDPL) sensitive personal data requirements.

CCTV for non-classified zones

IP CCTV coverage of perimeter fence lines, gates, car parks, administration corridors, warehouse aisles, and contractor yards. We do not install or commission CCTV inside CIIP-classified control rooms, SCADA enclaves, or any zone the site's NESA-cleared specialist designates as restricted.

Honest-scope checklist before we quote a critical infrastructure project

We walk the site with your CIIP-cleared specialist, agree which zones are classified versus non-classified, and quote only the non-classified portion we are credentialed to deliver. Call +971 55 651 7843 to arrange a joint scoping visit in Abu Dhabi or Al Ain.

  • Confirm facility CIIP classification status and which national framework applies (NESA, NCEMA, Cybersecurity Council)
  • Identify the customer's cleared CIIP specialist for classified-zone access control and SCADA security
  • Mark zone boundaries — classified core control rooms versus non-classified perimeter, administration, and visitor areas
  • Confirm Emirtech scope limited to ADMCC-approved non-classified perimeter, gatehouse, visitor, staff, and office access
  • Document the access manufacturers procured via authorised UAE channels (HID, Suprema, Axis, etc. — non-classified zones only)
  • Map UAE PDPL obligations for staff biometric templates — on-device storage, encryption, retention windows
  • Agree integration interface with the cleared specialist's classified-side systems (read-only event feed where permitted)
  • Confirm Emirtech is not the 24/7 SOC operator and identify the customer's monitoring provider
  • Document Control4 facility-management integrations where used in non-classified administration buildings
  • Issue separate quotation covering only the non-classified scope Emirtech is credentialed to install
  • Sign-off and handover with photo evidence, as-built drawings, and PDPL data flow record for non-classified zones
  • Agree the cleared specialist will handle all classified-zone commissioning, audit, and reporting independently

Compliance and coordination points

How we coordinate with cleared CIIP specialists

ADMCC scope clarity

Our ADMCC approval covers electronic security installation in Abu Dhabi and Al Ain for non-classified components. CIIP-classified scope sits outside our ADMCC approval and requires NESA, NCEMA, or Cybersecurity Council accreditation that we do not hold and do not claim to hold.

PDPL biometric handling

Staff biometric templates at turnstiles are sensitive personal data under UAE Federal Decree-Law No. 45 of 2021. We configure on-device template storage, encrypted transmission, defined retention windows, and clear data subject notices — no central biometric database outside the site's authorised PDPL controller scope.

Cleared-specialist hand-off

We document non-classified integration interfaces openly so the customer's CIIP-cleared specialist can audit them independently. We do not request, store, or access classified-zone credentials, drawings, or system configuration files — that scope stays entirely with the cleared specialist.

No SOC, no national monitoring

Emirtech is not a 24/7 Security Operations Centre operator and not a national-grade monitoring provider. We hand over installed systems for the customer's chosen monitoring provider — whether in-house, the cleared specialist, or a NESA-accredited managed service partner — to operate.

Scope — what we deliver and explicitly do not

Critical infrastructure projects in Abu Dhabi sit under serious national frameworks. We publish our scope honestly so customers, consultants, and cleared specialists can split work cleanly between Emirtech and the credentialed parties who must own classified-zone delivery.

  • We deliver: access control, IP CCTV, intercoms, turnstiles, and barriers (installed under our ADMCC approval for security systems) in non-classified perimeter, gatehouse, visitor reception, contractor yards, administration buildings, staff turnstiles, parking, warehouse stores, training rooms, and Control4 facility-management integrations in Abu Dhabi and Al Ain.
  • We do not deliver: Access control or CCTV inside CIIP-classified core control rooms, SCADA enclaves, oil and gas production control spaces, electricity grid control centres, water distribution master control, telecom NOC cores, or any zone designated classified by the site's cleared CIIP specialist.
  • We are not: A NESA-certified entity, an NCEMA-certified entity, a UAE Cybersecurity Council–accredited contractor, an NCSC UAE-cleared organisation, or a CIIP-cleared supplier. We do not hold ISO 27001, ADHICS, PDPL certification, SIRA, or DCT credentials, and we are not a 24/7 SOC operator.
  • We are not affiliated with: UAE National Electronic Security Authority (NESA), NCEMA, UAE Cybersecurity Council, NCSC UAE, ADNOC, TAQA, Etihad Water and Electricity (EtihadWE), Emirates Water and Electricity Company (EWEC), Department of Energy Abu Dhabi (DoE), or authorised CIIP distributors in the UAE.
  • We are not a Channel Partner or Authorised Distributor of HID, Suprema, Honeywell, Lenel, Genetec, Axis, Hikvision, Dahua, Milestone, Bosch, Siemens, or Johnson Controls — we hold no manufacturer-level credential of our own; all other equipment is sourced commercially through authorised UAE channels.
  • Geographic scope for ADMCC-regulated electronic security work is Abu Dhabi and Al Ain only — SIRA-regulated work in Dubai is delivered through SIRA-approved partners, with Emirtech coordinating; we do not take work in Sharjah or the Northern Emirates.
  • We coordinate openly with the customer's CIIP-cleared specialist, OT/SCADA cybersecurity consultant, and chosen 24/7 monitoring provider to ensure non-classified scope integrates cleanly without breaching classified-zone boundaries.

If a brand representative, framework consultant, or regulator confirms a wider remit is required, we will refer the customer to a credentialed specialist rather than overreach our authorisation.

Common questions

FAQs

Is Emirtech a NESA, NCEMA, or UAE Cybersecurity Council certified contractor?

No. Emirtech is not NESA-certified, not NCEMA-certified, and not accredited by the UAE Cybersecurity Council or NCSC UAE. We are not a CIIP-cleared entity under any national Critical Information Infrastructure Protection framework. Our credential is ADMCC approval for electronic security installation in Abu Dhabi and Al Ain, covering non-classified scope only.

Can Emirtech install access control inside a utility or oil and gas control room?

No. CIIP-classified core control rooms, SCADA enclaves, and grid or production control centres must be delivered by a cleared-personnel specialist holding NESA, NCEMA, or Cybersecurity Council accreditation. We install non-classified perimeter, gatehouse, visitor, staff, and administration zones only, and coordinate openly with the customer's cleared specialist for the classified scope.

Are you a Channel Partner or Authorised Distributor of HID, Suprema, Genetec, Axis, or similar?

No. We hold no manufacturer credential of our own. All access control, CCTV, intercom, and biometric equipment is sourced commercially through authorised UAE channels of the relevant manufacturers. We install and configure their products under our ADMCC approval but do not represent any access-control or CCTV brand as a Channel Partner or Authorised Distributor.

How do you handle staff biometric data under UAE PDPL at a critical infrastructure site?

Biometric templates are sensitive personal data under UAE Federal Decree-Law No. 45 of 2021 (PDPL). We configure on-device template storage at the reader where the manufacturer supports it, encrypted transmission to the access controller, retention windows agreed with the customer's data protection officer, and clear data subject notices for staff, visitors, and contractors at enrolment.

Do you provide 24/7 monitoring or operate a Security Operations Centre for critical infrastructure?

No. Emirtech is not a 24/7 SOC operator and not a national-grade monitoring provider. After installation, the customer's chosen monitoring provider — whether in-house, the CIIP-cleared specialist, or a NESA-accredited managed service partner — operates the system. We can support documentation, integration interfaces, and maintenance under our ADMCC scope.

How do I request a quotation for the non-classified scope at our Abu Dhabi facility?

Call +971 55 651 7843, email [email protected], or visit our request a free critical infrastructure access scoping consultation page. Share your facility location, CIIP classification status, and your cleared specialist contact and we will arrange a joint walk-through, document zone boundaries, and quote only the non-classified perimeter, visitor, and staff-access portion we are credentialed to deliver.
