What does childcare facility access control and safeguarding deployment cover in Abu Dhabi?

Emirtech Technology is an ADMCC-approved electronic security installer based at M44, Mussafah Industrial Area, Abu Dhabi, founded in 2018, and we install and configure safeguarding-aligned access control for registered nurseries, day-care centres and after-school care providers across Abu Dhabi and Al Ain. Scope covers parent and authorised-collector verification at pickup (photo-on-screen plus Emirates ID match against a parent-managed collector list), separate staff and parent entry paths, dedicated vehicle drop-off zones segregated from main pedestrian flow, no-stranger policy enforcement at reception, configurable watchlist for restricted-contact orders (shared-custody, court orders), real-time parent notification on child arrival and departure, CCTV with strict purpose-limit signage and retention windows, visitor management at the parent area with photo capture, and biometric reader provisioning for staff only — never for children, in line with UAE PDPL (Federal Decree-Law No. 45 of 2021) sensitive-data principles and child safeguarding ethics. Authorised-collector lists support multiple collectors per child for shared-custody arrangements, with parent-side approval before a new collector is added. Children's personal data calls for particular care under PDPL data-minimisation principles, so we configure on-device template storage where possible, encrypted transmission, minimal retention and clearly defined access roles for nursery staff. We are not a child-protection consultant, not a licensed nursery operator and not an ECA-, ADEK- or Ministry of Education-licensed entity; safeguarding policy authorship, child-protection casework and regulatory licensing remain with the nursery and the appropriate authority. Our remit is the technical configuration that supports the operator's documented safeguarding policy. For a documented scope and quotation aligned to your nursery licence conditions, call +971 55 651 7843, email [email protected] or visit our Mussafah office.

Childcare access capabilities

Safeguarding-aligned access patterns we configure

Parent and Collector Verification

Photo-on-screen at reception tablet with Emirates ID match against the parent-managed authorised-collector list. Supports multiple collectors per child for shared-custody arrangements with parent-side approval before any new collector is added.

Separated Entry Flows

Distinct credentialed paths for staff entry, parent and collector pickup area, deliveries and contractor access. Vehicle drop-off zones are segregated from main pedestrian routes to reduce stranger contact during arrival and departure windows.

Real-Time Parent Notifications

Configurable arrival and departure notifications to the registered parent contact when a child is signed in or collected. Notifications support audit and reassurance without exposing other children's data in any shared message.

Watchlist and No-Stranger Policy

Restricted-contact watchlist supporting shared-custody orders and court-imposed restrictions. Reception receives a discreet alert if a flagged individual presents at pickup, and the no-stranger policy is enforced through ID and photo cross-checks.

Deployment checklist for nursery and day-care safeguarding access

Pre-installation we walk the nursery with the operator and safeguarding lead to confirm collector workflows, pickup peak times, vehicle flow and PDPL data-handling boundaries before any hardware lands on site. Call +971 55 651 7843 or request a free childcare safeguarding consultation.

  • Walk-through with operator and safeguarding lead to map collector workflows and pickup peaks
  • Confirm separation of staff entry, parent collection area, vehicle drop-off and contractor access
  • Provision photo-display tablet at reception with Emirates ID match prompt for collectors
  • Configure parent-managed authorised-collector list with multi-collector shared-custody support
  • Set up watchlist entries for restricted-contact orders with discreet reception alerting
  • Configure arrival and departure notifications to registered parent contact only
  • Install CCTV with strict purpose-limit signage, defined retention and role-based viewing
  • Provision biometric readers for staff only — children never enrolled to biometric templates
  • Apply data-minimisation handling for children's data: minimal retention, encrypted transmission, on-device templates where possible
  • Document role-based access for nursery staff, room leads, administrators and safeguarding lead
  • Review the pickup flow and notifications with the operator before go-live
  • Hand over operator manual, change-of-collector procedure and incident playback workflow

Hardware and PDPL configuration

What we install and how we configure it

Reception Photo-Display Tablet

Tablet mounted at the parent reception that displays the stored photo of the registered collector against the Emirates ID presented. Staff confirm match before child is released, with the confirmation logged for the safeguarding audit trail.

Visitor Management at Parent Area

Visitor management station at the parent area with photo capture, visit-purpose tagging and printable visitor pass. Visitor data is held under PDPL retention rules and is not co-mingled with child records or routine pickup logs.

Purpose-Limited CCTV

CCTV coverage of entry, reception, vehicle drop-off and circulation areas with documented purpose-limit, defined retention windows, masked private zones and role-based viewing. Playback access is restricted to the safeguarding lead and approved operator roles.

Staff-Only Biometric Readers

Biometric readers provisioned for staff access to restricted areas only — never for children. Templates are stored on-device where the platform supports it, transmission is encrypted, and retention follows PDPL sensitive-data principles.

Scope — what we deliver and explicitly do not

Childcare safeguarding sits across operator policy, regulator licensing and technical controls. We are clear about which of those three we handle, so the operator can plan the remaining layers with the appropriate licensed parties.

  • We deliver: installation and configuration of access control, parent and collector verification workflows, separated entry flows, watchlist enforcement, real-time pickup notifications, visitor management, purpose-limited CCTV and staff-only biometric readers across nurseries, day-care and after-school care in Abu Dhabi and Al Ain.
  • We do not deliver: safeguarding policy authorship, child-protection casework, mandatory reporting decisions, nursery licensing applications, ECA or ADEK inspection representation, or any clinical or social-work judgement about a child's welfare.
  • We are not: a child-protection consultant, a licensed nursery operator, a Channel Partner or Authorised Distributor of access-control brands in the UAE (we hold no manufacturer credential of our own), and not a PDPL-certified data-protection body.
  • We are not affiliated with: Abu Dhabi Early Childhood Authority (ECA), Abu Dhabi Department of Education and Knowledge (ADEK), UAE Ministry of Education or any authorised childcare access distributor in the UAE.
  • Geographic scope for ADMCC-regulated electronic security work is Abu Dhabi and Al Ain only.
  • Biometric is configured for staff only; children are never enrolled to biometric templates, consistent with UAE PDPL sensitive-data principles and child safeguarding ethics.
  • Data-minimisation handling is applied to all configurations involving children's records, with minimal retention, encrypted transmission and documented role-based access.

Operators retain ownership of the safeguarding policy, the licence with ECA or ADEK and the relationship with the Ministry of Education. Our work is the technical layer that makes that policy operable on site, reviewed against the nursery's documented procedures before sign-off.

Common questions

FAQs

Do you use biometric on the children at the nursery?

No. Biometric readers are provisioned for staff access to restricted areas only. Children are never enrolled to biometric templates, both because biometric template data is sensitive personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021) and because child safeguarding ethics weigh against routine biometric capture from young children. Pickup is verified by photo-on-screen plus Emirates ID match against the parent-managed authorised-collector list.

How are shared-custody and authorised-collector arrangements handled?

Each child can have multiple authorised collectors on file, parent-managed with parent-side approval before any new collector is added. Restricted-contact orders — court orders, shared-custody restrictions — are configured in a discreet watchlist that alerts reception if a flagged individual presents at pickup, without disclosing the restriction to other parties at the parent area.

Are you an ECA, ADEK or Ministry of Education licensed entity?

No. We are not licensed by Abu Dhabi Early Childhood Authority (ECA), Abu Dhabi Department of Education and Knowledge (ADEK) or the UAE Ministry of Education, and we are not a child-protection consultant or licensed nursery operator. We install and configure technical safeguarding controls that support the operator's documented safeguarding policy and licence conditions.

Are you a Channel Partner or Authorised Distributor of access-control brands for childcare facilities?

We install and configure access-control, CCTV and visitor management brands commercially via authorised UAE channels, but we are not a Channel Partner or Authorised Distributor of those brands, and we are not affiliated with any authorised childcare access distributor in the UAE. We hold no manufacturer-level credential of our own. For nursery and day-care access we are ADMCC-approved as an electronic security installer.

How is children's data handled under UAE PDPL?

Children's records — photos, collector links, pickup logs — are treated as protected personal data under UAE PDPL (Federal Decree-Law No. 45 of 2021), with data-minimisation principles applied: minimal collection, defined retention, encrypted transmission, on-device biometric template storage for staff where the platform supports it and documented role-based access. CCTV is purpose-limited with signage, masked private zones and restricted playback.

How do we request a quote for childcare safeguarding access at our nursery?

Call +971 55 651 7843, email [email protected] or use the request a quotation page. We arrange a site walk-through at your Abu Dhabi or Al Ain nursery with the operator and safeguarding lead, then return a documented scope, hardware list and configuration plan aligned to your licence conditions and safeguarding policy.
