CCTV for Businesses with Sites in Dubai and Abu Dhabi: Two Regulators, One Plan
If your business operates in both emirates, each building falls under its own regulator. This guide explains how to plan one consistent CCTV approach without blurring who is responsible for what.
Please note: Emirtech is based in Abu Dhabi and is ADMCC-approved for security systems. It does not hold a SIRA licence; Dubai CCTV is installed by SIRA-approved partners, with Emirtech coordinating. This guide explains Dubai's rules for information only, as we understand them; always confirm with SIRA.
How do I plan CCTV for sites in both Dubai and Abu Dhabi?
The emirate where each building stands decides which authority applies: SIRA in Dubai, and the Abu Dhabi Monitoring and Control Centre in Abu Dhabi and Al Ain. Emirtech, an ADMCC-approved installer in Abu Dhabi, can design, install and maintain your Abu Dhabi and Al Ain sites. Your Dubai sites need a SIRA-licensed contractor that you appoint and verify. If you choose, Emirtech can document the Abu Dhabi and Al Ain design so your Dubai contractor can align naming, storage and network standards.
CCTV across Dubai and Abu Dhabi: key facts
| Which regulator applies | The emirate where the premises stand: SIRA in Dubai; the Abu Dhabi Monitoring and Control Centre in Abu Dhabi and Al Ain. |
|---|---|
| Abu Dhabi and Al Ain sites | Emirtech surveys, designs, installs, commissions and maintains CCTV, with its own engineers; the Al Ain service is run from Mussafah and there is no Al Ain office. |
| Dubai sites | Emirtech does not hold a SIRA licence; Dubai CCTV is installed by SIRA-approved partners, with Emirtech coordinating. The partners are SIRA-approved; you can verify the licence. |
| Quotation | No fixed price list. A free site survey comes first for Abu Dhabi and Al Ain sites, then a written quotation. We reply to enquiries the same working day. |
| Who is writing this? | Emirtech Technology, an Abu Dhabi installer (M44, Mussafah Industrial Area) since 2018, ADMCC-approved for security systems. Emirtech does not hold a SIRA licence; Dubai CCTV is installed by SIRA-approved partners, with Emirtech coordinating. |
| Please note | General information as we understand it from public sources, not legal advice. Rules and specifications are set by SIRA and can change; confirm with SIRA. |

One plan, two regulators
A group with a head office in one emirate and branches in another still has to meet each emirate's rules at each site. A practical way to keep control:
- List every site and mark its emirate.
- For each Dubai site, use a SIRA-approved partner, coordinated by Emirtech, and verify the licence (how to check).
- Use Emirtech, an ADMCC-approved installer, for Abu Dhabi and Al Ain sites (CCTV installation in Abu Dhabi).
- Keep one written standard for naming, user roles, storage and network design that every contractor follows.
What Emirtech does for Abu Dhabi and Al Ain sites
For sites in Abu Dhabi and Al Ain, Emirtech provides a site survey, design, supply, installation, commissioning, documentation and handover, with maintenance contracts available (see CCTV AMC in Abu Dhabi). Abu Dhabi's regulator is the Monitoring and Control Centre; see SIRA vs ADMCC for how the two frameworks differ.
Keeping the estate consistent
You can ask each contractor to follow the same camera naming, user-permission and storage conventions, to keep recorders on a separate network, and to hand over the same documentation. If you wish, Emirtech can share the design documents for the Abu Dhabi and Al Ain sites so that your Dubai contractor can align with them. What each Dubai site must meet remains a matter between you, SIRA and your SIRA-licensed contractor.
